A freelancer (independent entrepreneur) is a natural person who carries out economic activity independently, without employing other people. They may provide services or produce goods legally, independently, and without creating a company (LLC).
The following can register as independent entrepreneurs:
- Individuals residing in the Republic of Moldova;
- Persons aged at least 18 years;
- Persons without employees;
- Those who earn up to 1.2 million MDL annually;
- Those who operate in fields permitted by current legislation.
Starting January 1st, 2026, the activity of individuals who work independently (freelancers) is regulated by the “Freelancers Law”.
Registration can be done online through: the Public Services Portal, the EVO App, or ASP.
The steps include completing the electronic application, digitally signing it, and obtaining the IDNO code within 24 hours.
- Online registration application with electronic signature;
- A valid identity document;
- Additional documents for regulated fields.
The tax system is simplified:
- 15% single tax for income up to 1.2 million MDL;
- 35% for income exceeding this threshold;
- Social and medical contributions are included in the single deposit.
